Health is a state of complete physical, mental and social well-being and not merely the absence of disease or infirmity. Mental health is a state of well-being in which an individual realizes his or her own abilities, can cope with the normal stresses of life, can work productively and is able to make a contribution to his or her community. Mental health is a particular concern// priority for the Forum because it is an area of health which is widely stigmatized and neglected. Equity in health access and coverage will never be achieved until attitudes change and adequate resources are made available.

More than 75% of people identified with serious anxiety, mood, impulse control, or substance use disorders in low- and middle-income countries receive no care at all, despite substantial functional disability, according to the World Mental Health survey. (Source: Vikram Patel and Martin Prince.
